As of now, the fitment factor has not been officially announced. Recently, the ToR has been approved by the Union Cabinet and it takes 18 months by pay commission to submit the final report on 8th CPC. What is the Fitment Factor

The Fitment Factor is a multiplier that is used to convert an employee’s current basic salary into the new basic salary under the next pay commission.

Formula: New Base Pay = Old Base Pay × Fitment Factor

A higher fitment factor automatically creates a higher revised basic salary.

8th CPC Fitment Factor Expected

As per Manjeet Singh Patel who is National President of the All India NPS Employees Federation, the expected fitment factor can be 2.13. Let’s check how this fitment factor is calculated:

Step 1: Base or Reference Factor: 1.58

Step 2: Add DA & Increment: The current Dearness Allowance is 58% and as per the updates, there would be 2 increments to the basic pay in the 18 months when the pay commission will submit the report on 8th CPC. In that 18 months, there would be a 7% hike to the basic pay. This increase would provide a combined effect of 20% hike. After the dearness allowance and the increase, the fitment factor could rise from 1.58 to 1.78.

Step 3: Add Family Unit Revision: The current family unit which was used for calculating 7th CPC fitment factor was 3 and for the 8th CPC, the recommended family unit is 3.6 and the final settlement is expected to be 3.5 and this further provides an increase of 20% in basic salary. This can take the fitment factor from 1.78 to 1.98.

Step 4: Add Inflation Growth: The inflation growth factor is expected to be 15% and this would increase 1.98 fitment factor to 2.13. If the family unit increases over 3.5 and this inflation growth factor would be over 15% then this fitment factor can go as higher as 2.64.

8th Pay Commission Salary Hike

If an employee has a base pay of Rs. 18,000 then their basic pay could rise to Rs. 38,340 with a 2.13 fitment factor and rise to Rs. 47,520 with a 2.64 fitment factor. If an employee has a base pay of Rs. 50,000 then their pay would rise to Rs. 1,06,500 and Rs. 1,32,000 with the same fitment factors.
